Iraq’s Communications Ministry says it is not responsible for the performance of mobile phones companies. The Ministry doesn’t have the authority to hold these companies accountable by virtue of the law stipulated by civil governor Paul Bremer in 2004 according to which the Communications Ministry has no authority over mobile phone companies.
