Deputy Prime Minister Rafea Al Issawi considered that corruption is the reason for the permanent lack of essential services which threatens stability. He considered that the biggest challenge is not only the budget which the government had to reduce due to oil revenues decrease but is also corruption. In the conference of providing services and building up capacities in Iraq central provinces, Al Issawi affirmed that violence is a major problem stressing that the challenge resides in providing services hindered by administrative and financial corruption.
